Profile

Stuart (Stu) Bartels APM is a co-founder of the Global Consortium Group (GCG) and head of its Leadership Development Practice. Former Executive Director of the Australian Institute of Police Management, he had a 36-year policing career, including as WA Police Acting Assistant Commissioner, and is a recipient of the Australian Police Medal.

Prior to forming GCG, Stu was the Executive Director of the Manly-based Australian Institute of Police Management, working with hundreds of police and public safety leaders each year — including the design and delivery of programmes for the nation's most senior police and public safety leaders. This built on a 36-year policing career, including two years as Acting Assistant Commissioner and CIO of the Western Australia Police ICT portfolio, implementation of major reform to the WA Police Forensic Division, delivery of the Policing Logistics Operation for the Commonwealth Heads of Government Meeting, and leading executive roles in two major frontline operating model transformations.

Stu understands the nexus between today's complex policing and public safety challenges and the role of leaders and leadership — an understanding that drove Stu and Imran to create an organisation in which public safety leaders come together to support the mission of their public safety colleagues.

Stu treats leadership development as something people do rather than something they are told: programmes built around exercises, observation and challenge, in a setting where senior officers can be seen to get something wrong.

Internationally, Stu has designed, facilitated and coached on senior executive global policing programmes. These include the facilitation, coaching and programme management for Pearls in Policing, conceptual design of the Global Policing Innovation Exchange programme, design and facilitation of the IACP's Cultural Transformation Round Table, and the Five Eyes Leadership in Counter Terrorism (LinCT) Programme, for which he is also a Board member. This work has taken Stu across the Middle East, Europe, Asia, Australia and New Zealand, and North America.

Globally, Stu has forged certified partnerships and been responsible for developing relationships with organisations across the world, including Australian and international universities, peak policing bodies, First Nations leaders, mental health advocates, and law enforcement organisations including the Singapore Home Team Academy, the FBI, the US Federal Law Enforcement Training Centre (FLETC), the IACP, Police Scotland, Netherlands Police, Singapore Police and Pacific Island Chiefs.

Stu's qualifications include a Master of Public Policy and Administration and a Bachelor of Science (Forensic Investigation). He is a graduate of the AIPM's own Police Leadership Strategy programme, a graduate of the FBI's National Executive Interchange programme, and an IECL Certified Organisational Coach, having studied coaching and facilitation across practice areas including Ontological coaching, role theory, adult development theory and adaptive leadership. For his services to policing, Stuart has been awarded the Australian Police Medal, a Commissioner's Medal for Excellence, and a Commissioner's Commendation.
