An urgent ethical and economic challenge

The public safety industry faces an urgent ethical and economic challenge. Be it policing, law enforcement, emergency services, the security industry or defence, the evidence is in — and it is compelling and unequivocal. From an economic and performance standpoint, productivity lost to burnout and disengagement costs organisations billions globally each year and puts ever-increasing pressure on the remaining frontline. From a moral standpoint, death by suicide routinely exceeds deaths in the line of duty.

These facts are uncontested. It is when we reach the causal factors — the very things we must address — that assumption and fact conflict. It is widely assumed that response-related trauma is the primary cause of psychological distress and burnout, so responses to wellbeing have been largely reactive. Yet while trauma exposure remains a critical issue, international research confirms that organisational and operational stressors are significantly more associated with psychological distress than trauma alone, and are almost exclusively linked to burnout.

This means that harmful administrative friction, leadership misalignment, workload inequities and operational uncertainty are not peripheral issues. They are the primary drivers of psychological harm — and therefore crucial targets for any modern leadership strategy.

Globally, poor workforce wellbeing costs 438 billion dollars a year, including a 51 billion pound annual employer cost in the UK, talent drain, reduced GDP growth and rising healthcare costs.

The issues public safety services struggle with are consistent worldwide: a misunderstanding of causal factors, poor officer retention, leadership misalignment, and a wellbeing response that reacts to harm rather than preventing it.
