Profile
Retired Deputy Commissioner, Public Safety and Security, at Victoria Police, with more than 38 years in law enforcement spanning counter-terrorism, crime, intelligence and covert support, and transit and public safety commands. Senior State Advisor to the Australia–New Zealand Counter-Terrorism Committee (ANZCTC), Chair of its Crowded Places Sub-Committee, and President of the Leadership in Counter Terrorism Alumni Association (LinCT-AA). Australian Police Medal recipient.
Ross retired from Victoria Police as Deputy Commissioner, Public Safety and Security, having commanded its Counter Terrorism, Crime, Intelligence and Covert Support, and Transit and Public Safety portfolios. He brought Victoria Police's separate counter-terrorism work units together into a single command, and led and synchronised joint task force investigations across state and federal jurisdictions. He sits on the International Association of Chiefs of Police (IACP) Committee on Terrorism, co-chairs the Australian Transnational Serious & Organised Crime Committee, and co-authored a paper in the Australian Strategic Policy Institute's Counter-Terrorism Yearbook 2021.
His qualifications include the Australian Institute of Company Directors programme, a Master's degree in Criminology, a Diploma of Project Management, a Graduate Certificate in Management and a Diploma of Frontline Management, alongside professional development spanning the LinCT Leadership Course in Australia, the USA and the UK, ANZCTC forward commanders training and the Cranlana Executive Colloquium. He is an accredited Government Finance Submission Gateway Reviewer, holds Negative Vetting 2 (top secret) clearance, and serves as a board member of the Blue Ribbon Foundation.
