Strategic law enforcement leader with a 30-year record of executive-level leadership in the City of London Police, spanning covert policing, intelligence, major crime, counter-fraud and criminal justice transformation. As Detective Superintendent and Authorising Officer he directed the force's covert activity, and earlier led the national modernisation of fraud investigation, securing prevented losses of approximately £340 million.
John's final command was as Authorising Officer for the City of London Police, leading a team of more than 80 specialist officers with overall responsibility for the authorisation, direction and management of covert activity – overseeing legally compliant intelligence sharing in high-risk environments, managing critical risk and threat across terrorism, serious and organised crime, threats to life and economic and cybercrime, and maintaining the force's ongoing accreditation through exacting compliance audits. Before that, as Director of Intelligence, he led over 150 staff, secured Home Office funding for collaboration across policing, and built the force's response to County Lines exploitation of young and vulnerable people.
His earlier career spans command of the City's major crime portfolio – including homicide as a Senior Investigating Officer and chairing the Corporation of London Domestic Abuse Multi-Agency Risk Assessment Conference – and leadership of the Dedicated Cheque and Plastic Crime Unit, where he modernised fraud investigation nationally and internationally. A mathematics graduate of the University of Hull and former computer science programmer, he is PIP3-accredited, a covert human intelligence source handler, and has been formally commended on multiple occasions for professionalism, dedication, bravery and investigative leadership. He is a mentor and former chair of the City of London Police children's charity.

- 2011 – 2017 Detective Chief Inspector – Major Crime, City of London Police Led homicide and major crime investigations, directing forensic strategy, interview planning and CCTV intelligence; chaired the Corporation of London Domestic Abuse Multi-Agency Risk Assessment Conference feeding into multi-agency public protection arrangements.
- 2009 – 2011 Detective Chief Inspector – Dedicated Cheque and Plastic Crime Unit Led the multi-partner unit investigating fraud in the banking, payments and finance industries, introducing investigative strategies that secured prevented losses of approximately £340 million and sharing tactics and intelligence with law enforcement globally.
