Former Assistant Chief Constable of the Police Service of Northern Ireland, leading the Operational Support, Local Policing, and Legacy and Justice portfolios between 2016 and 2023. He was the UK National Police Chiefs' Council lead for police contact management, chaired the UK's 999/112 Liaison Committee and served as an Executive Director of UK Police Digital Services. Awarded the King's Police Medal in the 2023 New Year Honours.
Alan's Police Service of Northern Ireland career took him from District Commander and head of Strategic Change and Performance Management as a Chief Superintendent, through Temporary Assistant Chief Constable for Operational Support, to seven years as Assistant Chief Constable. He is a UK Strategic Police Leadership accredited Strategic Firearms Commander, Strategic Public Order Commander, Multi-Agency Incident Commander and Senior Information Risk Owner, was previously an accredited Senior Investigating Officer, and holds Develop Vetted status.
Alongside his PSNI portfolios he led police contact management across UK policing for the National Police Chiefs' Council, chaired the 999/112 Liaison Committee on behalf of the Department for Digital, Culture, Media & Sport, and was an Executive Director of UK Police Digital Services. A graduate of executive programmes at Harvard's Kennedy School of Government, he holds a Post-Graduate Diploma from An Garda Síochána's Executive Leadership Programme at University College Dublin Business School and a BSc (Hons) from Queen's University, and served as a Syndicate Director on the UK Policing Strategic Command Course. He is currently a part-time policy advisor to a UK national IT company.
