Should you use fire occupancy figures? Historic attendance data? Ticketing information? Licence restrictions? Or a combination of several sources?

Whatever approach is adopted, organisations should be able to demonstrate how they reached their conclusions and maintain a clear audit trail as circumstances evolve.
